March 29–GALESBURG — A commercial truck driver from Florida was expected to post bond Wednesday in a driving under the influence of cannabis case.
Brandon S. Hollis, 38, Pensacola, Florida, is charged with felony unlawful violation of motor carrier safety regulation and misdemeanor DUI/drugs. He made a video court appearance Wednesday afternoon before Circuit Judge Raymond Cavanaugh.
The felony charge against Hollis alleges he was “under the influence of cannabis to a degree which rendered (him) incapable of safely operating” a commercial motor vehicle on westbound Interstate 74 early Wednesday.
Knox County Assistant State’s Attorney Sabrina Stroops, reading from a police report in court Wednesday afternoon, said an officer was stationary on I-74 near mile marker 35, which is near the northern Knox County border with Henry County, monitoring traffic in a 45 mph construction zone.
The bridges carrying I-74 over Pope Creek are being replaced. Stroops said an officer saw a flatbed semitrailer approaching and radar was aimed at the truck, clocking it at 74 mph in the 45 mph construction zone.
An Illinois State Police trooper talked to the driver and noted the cab smelled of cannabis and found numerous cigarette wrappers and brown cigarette wrappers with a green leafy substance, which were seized as evidence.
Hollis reportedly told police he had smoked at his last truck stop, but didn’t say when or where that was. Officers found multiple clues on three field DUI tests and charged him with DUI/drugs, Stroops said.
Cavanaugh found probable cause for the case to proceed at that point. Hollis said he is a resident of Florida and has a valid commercial driver’s license.
While Stroops asked for bail to be set at $15,000, Cavanaugh set it at $3,000, $300 needed to get out of jail, as Hollis said he had $300 in his possession. The judge further allowed Hollis to reside in Florida as the case plays out.
The Florida man will be seeking private counsel in his case. Hollis is due back in court at 9 a.m. April 30 for a first appearance.
